When three naval officers are found murdered within days of each other, Gibbs and his team, with the help of local officials particularly a female sheriff who has her eyes on Gibbs, get involved in the hunt for a potential serial killer. But when their two key suspects have ironclad alibis, Kate and Gibbs search for a clue to help them locate the elusive serial killer.
